Bang-Tam Bui has joined the APP Office since 19 July 2010. Before that, Ms. Bui had been working for Vietnam Post from 1998 to July 2010. At Vietnam Post, Ms. Bui had worked both in the member company and in the Headquarters, taking various responsibilities included operations, quality of service management, international relations and business development. At the APP Office, Ms. Bui oversees the operations of the APP Office to ensure its smooth running and is responsible for new business opportunities, business improvements and marketing related issues. 

Li-Chung Huang has been working with the Post for 15 years in RSCAP and APP, supporting both entities to assist postal operators within Asia Pacific by providing consultancy services to members to enhance their postal operations, quality of service and implementation of track and trace systems. At the APP Office, Mr Huang is responsible of conducting operations audit for beneficiary members. The objective of which is to examine the efficiency and administrative effectiveness of processes members use to process, screen and sort incoming and outgoing international mail. As part of the audit, a set of criteria is established to examine the processes, and to see how well the processing arrangements conform to UPU regulations as well as the necessary IT infrastructure and transportation network in helping members to secure maximum income for international inbound mail.
